Enforce cell-phone law or remove it

Isn’t it against Washington state law to drive using a hand-held telephone? Why do drivers continue to ignore the law? If the law isn’t enforceable then remove it from the books; otherwise, let’s hold those law breakers accountable and issue the tickets.
