Fighting restrictions are not the way to wage war on terrorism

Congress is being asked to send more troops to Afghanistan with these amazing restrictions on them and the troops already there.
No night fighting, get permission before entering any building, no shooting if civilians are present (no one fighting us wears military uniforms – they are all civilians), if you see someone has set a roadside bomb, no shooting is allowed if they are walking away from it and all of the city and its citizens will be notified 12 hours before entering that city.
Now, that’s the way to win a war and get a lot of our soldiers killed.
