Not all would pay tax for streets

When Kent set up the system of paying for garbage and not paying for yard waste or recycle service, I understood that all residences would pay. Not true.

I checked on garbage pickup day and 20 percent of the residences did not have any cans out. I know for sure that five of the 12 do not pay for the service in my neighborhood.

If the city of Kent adds a tax for streets, 20 percent of the residences get a free ride.
